Judge Loranzo Fleming

Federal Admin Law Judge

Loranzo M. Fleming is the Associate Chief Administrative Law Judge (ACALJ) for the U.S. Department of Health and Human Services, Office of Medicare Hearings & Appeals (HHS-OMHA) – Atlanta Field Office. The ACALJ manages one of ten regional OMHA Field Offices nationwide. The Atlanta Field Office is comprised of a cadre of 10 Supervisory Administrative Law Judges and legal teams who are responsible for adjudicating Medicare Part A, B, C & D appeals.

The ACALJ works closely with the Chief ALJ and Headquarters Executive Staff located in Arlington, Virginia, to implement and manage a variety of OMHA initiatives and larger initiatives of the U.S. Department of Health & Human Services. Prior to his appointment as the ACALJ, Judge Fleming served as a Supervisory ALJ in the Atlanta Field Office. In that position he adjudicated Medicare appeals and supervised a legal team of attorneys, legal assistants and legal administrative specialists. Prior to his service with HHS, Judge Fleming worked with the United States Department of Labor (DOL) – Office of Administrative Law Judges in Newport News, Virginia. While assigned to the Department of Labor, Judge Fleming adjudicated complaints and claims arising under 80 federal labor-related statutes. Judge Fleming also worked with the Social Security Administration (SSA), assigned to the Office of Disability Adjudication and Review in the Los Angeles West Hearing Office, Los Angeles, California, and the Atlanta North Hearing Office, Alpharetta, Georgia, where he adjudicated Social Security benefits appeals.

Prior to his appointment as an ALJ, Judge Fleming was a federal prosecutor at the United States Attorney’s Office for the Northern District of Georgia (Atlanta Division) where he prosecuted a wide variety of white-collar crimes. He also served as the Community Outreach Coordinator. In that position he served as the liaison for the U.S. Attorney’s Office to develop and foster relationships between law enforcement and the community. He led community outreach efforts with law enforcement partners, non-governmental organizations, educators, community groups, religious organizations and local and state governments.

Prior to joining the U.S. Attorney’s Office, Judge Fleming worked as an appellate attorney with SSA in the Office of the General Counsel in Dallas, Texas, and Atlanta, Georgia, where he represented the SSA in federal district courts and appellate courts. Additionally, he represented the SSA in employment law and personnel matters before the Equal Employment Opportunity Commission (EEOC) and the Merit System Protection Board (MSPB).
